Oakland County Amateur Radio Public Service Corp (ARPSC) Meeting Meeting Minutes: 5 February 2003 On 5 February 2003 at 7 pm, Joel Goldberg, W8HIU, Emergency Coordinator (EC) for the Oakland County ARPSC called the meeting to order in the county E.O.C. The order of business included: 1. Comments from Joel Goldberg, EC: Barry Kaufman, WD8JWM, Deputy EC, will temporarily take over siren testing duties for Jim Walden, N8DHZ, who is now on sick leave. Cardiopulmonary Resuscitation Classes (CPR) for Oakland County Employees now are scheduled and offered throughout the year. If any ARPSC member wants this training, please let the officers know so the classes can be taken for credit and without charge. Class information and registration can be obtained at the Emergency Response and Preparedness Office at 248-858-5300 and the class location will be at the Emergency Response and Preparedness Office, Administrative Annex 1, Campus Drive, South. The next general membership meeting is scheduled for Wednesday, 7 May 2003, and the topic will include the new display system now in the meeting room. The new RACES cards are out. Those members without one need to get your pictures taken. In regards to the Repeater, Steve Murphy sent a memo stating he had finished the repeater interlinks, and will next be installing notch filters, etc. If anyone experiences interference on the repeater, please document and report this to the EC. An Oakland County responder group is putting up a new tower in the Milford area, and they will consider our repeater coverage problem. Permission has been requested for a new 440 MHz repeater frequency, possibly 443.200. 2. Comments from Larry Hornsby, KB8POD, Net Director: All are invited to check-in with the Thursday night net, which begins at 8 pm on 145.25/100hz. When the repeater is not working, the sequence of use is first to the Clarkston machine (146.84), next the DART (146.64), and lastly to the simplex output on our repeater (145.25). 3. Comments from Barry Kaufman, WD8JWM, DEC on Siren Testing: The following are the next siren testing dates: 1 March 2003, Saturday, 1 pm. 18 March 2003, Tuesday, 10:30 am (Severe Weather Awareness Week). Because of this test, there will be no Saturday, 5 April 2003, siren test. The following is the Siren Subnet Manager's Meeting: 15 February 2003, Saturday, 2 pm at E.O.C. Barry wants to concentrate on one-way sirens this year, and encourage individuals to become responsible for single siren coverage at a specific location throughout the year. Subnet managers need to look for backup people in case they are not available. 4. Oakland County ARPSC training certification: Joel Goldberg presented a proposed draft of training and participation (1) for an ARPSC general member to be certified as fully trained, and (2) for an ARPSC Board member to be certified as fully trained. A discussion took place which included for the general membership, FEMA IS-2 Class - Emergency Preparedness, USA; FEMA IS-5 Class - Hazardous Materials: A Citizen's Orientation; FEMA IS-271 Class - Anticipating Hazardous Weather, and other training requirements. For the Board Members, a discussion took place about Michigan State Police Incident Command/EOC Interface (MSP-191); FEMA IS-7 Class - Citizen's Guide to Disaster Assistance; FEMA IS-120 Class - Orientation to Community Disaster Exercises, and other training requirements. When the final details are decided upon, this certification will encourage and guide individual training. 5. A presentation took place about the Michigan Technical Rescue Operations Team (MTROT) by Mike Brink, technical rescue specialist. This is an independent non-profit group developed for emergency rescue response. Five teams with equipment are planned for Michigan and this group is looking for both communication support and volunteers willing to be trained. Their website is http://www.mtrot.org/.
